Pumping Plant 5 is located along the Sacramento River in the 5000 block on Garden Highway between Elkhorn Blvd and Elverta Road. Plant 5 was constructed in 1965 to accommodate the anticipated increased runoff from Sacramento Metro Airport which opened in 1967.

Pumping Plant 5 plant is planned to be removed and replaced at a setback location because it is currently located at the toe of the levee after levee widening for the Natomas Levee Improvement Project (NLIP) was constructed in its area. While reconstruction is included in the NLIP, a firm source of funding from the US Army Corps of Engineers (USACE) has not been committed. Like Pumping Plant 4, this plant will be replaced with a similar layout and capacity to Plant 2.
