Beto Gutierrez has been a dedicated member of the Reclamation District 1000 team since 1998, bringing nearly three decades of experience in flood control operations and infrastructure maintenance. Over the course of his career, he has served in a variety of Flood Operations roles, including Lead Flood Operations Specialist, and has worked under four General Managers, providing continuity, institutional knowledge, and leadership through the District's growth and evolution.

With 30 years of flood-fighting experience, Beto has played a critical role in protecting the communities served by RD 1000 during high-water events and emergency operations. His extensive field experience, technical expertise, and commitment to public safety have earned the respect of his colleagues and the confidence of District leadership.

In recognition of his dedication and leadership, Beto has been promoted to Foreman. In this role, he oversees field crews and coordinates daily operations related to levee maintenance, drainage facilities, flood control infrastructure, and emergency preparedness activities. He is responsible for ensuring work is completed safely and efficiently, mentoring staff, and helping maintain the District's readiness to respond to flood events and operational challenges.

Beto's promotion reflects his years of service, deep understanding of District operations, and unwavering commitment to protecting the Natomas Basin and the communities that depend on RD 1000's flood protection system.
