Position: Parcel Seat
Term: 2019-2023
May contain: human, person, female, face, and smile

Elena has lived in the Sacramento region for more than 13 years. After graduating from the University of California, Davis, she worked in the Governor's office, a top tier government advocacy firm and the California State Legislature. In 2017, Elena started her own public affairs firm.

While working as a legislative staffer, Elena was a policy aide and communications director to numerous legislators. She has extensive experience communicating policy topics with the press and the public, and branding legislation, programs, and other issue areas. She worked regularly with experts to craft and push through legislation, and make recommendations to legislators regarding votes on a variety of policy areas including housing and water.

Elena has a passion for housing and worked for the Chair of the Assembly Housing and Community Development Committee as the legislature focused on the affordable housing crisis. She worked with housing policy consultants and advocates to build a strategy to elevate awareness about the affordable housing crisis.

For years Elena has effectively communicated to the public through the press, social
media, and directly through lawmakers. As a public affairs professional, she understands many of the hurdles her clients must overcome and created customized public advocacy strategies to help move their projects forward.

Elena would like to modernize the board to better connect with our community. Most importantly, she would like to see the completion of the levee work being done to bring the Natomas basin levees up to at least 200-year flood protection.

Elena and her husband live in the Natomas basin with their rescue cat, Mr. Weasley. She enjoys traveling, fishing, hiking and cooking with locally sourced ingredients.
