Election Procedures

The Election of Trustees of Reclamation District No. 1000 (District) is governed by the California Water Code Section 50730 et seq. and the RD 1000-specific requirements of Water Code Section 50780 et seq.

Starting in 2020, Board Elections are held on the first Tuesday after the first Monday in November in even-numbered years.

Elections are overseen by an Election Board, which is appointed by the Sacramento County Board of Supervisors. The Election Board is comprised of three landowners or legal representative of a landowner. Candidates for Board Trustee must be a resident of the District and a property owner or the legal representative of a property owner in the District. (Water Code § 50780.12).

Nomination petitions for the position of Trustee (available from the District) must be filed with the Secretary of the Board no earlier than 75 days nor later than 5 p.m. on the 54th day before the election.

Pursuant to Water Code Section 50780 et seq., the Board of Trustees is comprised of Land Assessment Seats and Parcel Seats.  There are four Trustee positions designated as Land Assessment Seats, and three designated as Parcel Seats. Votes are calculated differently for each designation, and only property owners or the legal representative of a property owner may cast votes in the election. (Water Code §50704).

In a Land Assessment Seat Election, voters are allotted one vote for every dollar of assessed value on the Operation and Maintenance Assessment Roll of the District for the previous fiscal year, multiplied by the number of seats up for election (typically 4). Voting is cumulative and each voter may give all their votes to one candidate, or distribute them in any manner among the candidates. (Water Code §50753 and Water Code §50704)

In a Parcel Seat Election, voters are allotted one vote per parcel they own based on the Operation and Maintenance Assessment Roll for the District for the previous year times the number of seats up for election (typically 3). Voting is cumulative and each voter may give all their votes to one candidate, or distribute them in any manner among the candidates. (Water Code §50753 and Water Code §50704).

The candidates receiving the highest number of votes shall are elected to the Board of Trustees until each open position is filled (Water Code §50756).  Following the election, the new Trustees assume office in the first meeting of December following the election.
