Election of Board Members

RECLAMATION DISTRICT NO. 1000 ELECTION OF TRUSTEES

The Election of Trustees of Reclamation District No. 1000 (District) is governed by the California Water Code Section 50730 et seq. Elections are held on the first Tuesday after the first Monday in November in each odd-numbered year. Elections are conducted by an Election Board which is appointed by the Sacramento County Board of Supervisors. The Election Board is comprised of three landowners or legal representative of a landowner. Candidates for Trustee must be a resident property owner or the legal representative of a property owner. To qualify for nomination for Trustee a nomination petition (available from the District) must be filed with the Secretary of the Board no earlier than 75 days nor later than 5 p.m. on the 54th day before the election. There are two types of seats on the Board of Trustees and therefore two types of elections, Land Assessment Seats (4) and Parcel Seats (3). In a land assessment election voters are allotted one vote for every dollar of assessed value on the Operation and Maintenance Assessment Roll of the District for the previous fiscal year times the number of seats up for election (typically 4). Voting is cumulative and each voter may give all their votes to one candidate, or distribute them in any manner among up to the number of Trustees to be elected. (Water Code §50753 and Water Code §50704) In a parcel seat election voters are allotted one vote per parcel they own based on the Operation and Maintenance Assessment Roll for the District for the previous year times the number of seats up for election (typically 3). Voting is cumulative and each voter may give all their votes to one candidate, or distribute them in any manner among up to the number of Trustees to be elected. (Water Code §50753 and Water Code §50704). A Voter is only a property owner or legal representative of a property owner. (Water Code §50704) The Candidates, of the number to be elected, receiving the highest number of votes shall be deemed elected. (Water Code §50756) and shall assume office in the first meeting of December following the election.
