Thom has served on the Reclamation District 1000 Board of Trustees since November of 1993.  Currently, he serves on their Finance and Urbanization committees.

Thom Gilbert was the founding shareholder of Gilbert Associates, Inc., CPAs and Advisors, one of the largest CPA firms in the Sacramento region with its main office located in the Natomas Community. Thom grew up in Southern California and received his undergraduate degree from California State University, Fullerton. After moving to Sacramento in 1972 he went on to earn an M.B.A. from California State University, Sacramento. In addition, he has held certifications as a Valuation Analyst and Fraud Specialist.                                                                                                             

Thom is currently a consultant providing Audit & Advisory Services to Gilbert Associates, Inc. With over forty years of experience, his areas of specialty include business valuations, fraud investigations and consulting, and audits for the public sector, nonprofits, and private sector clientele. He is an author and presenter for the California Society of Certified Public Accountants, a frequent conference lecturer, and has served as a professor at California State University, Sacramento and National University.

Thom served in the US Army from 1967 -1969 and was a Medevac helicopter pilot in Vietnam.

Thom has been an active member of the community supporting Stanford Settlement, Francis House, and Rotary. He was President of the Golden Empire Council of the Boy Scouts of America from 2005-2007 and the Rotary Club of Sacramento in 2013-2014. He also serves on several non-profit boards, including the California State Railroad Museum Foundation. Thom, and his wife, Linda, live on the Sacramento River in the Natomas Community.
